The recipient is Diane Abrams, wife of Robert Abrams, who was, at the time, the attorney general of New York. She is holding her daughter Becky. The family enjoyed a close relationship with the Rebbe that spanned many years.
Thousands would come by to receive the Rebbe's blessing and counsel during the month, and this photo aptly captures the holiday joy in the air.
